Is Prohibition and Drug enforcement Laws a sign of Government madness at the worse?

The War on Drugs and increase in the power of the Drug Cartels just point in one direction. Present situation is a failure we are enabling criminal elements to thrive on the back of taxpayers. Legalization would ruin them and stop their increased power.
