Why will she not leave him alone?

My friend lived in Canada for over 30 years and was married with 2 children, 8 and 11. He got divorced there 6 years ago and now lives in Scotland with his new wife. He moved here as his ex wife was making their life hell by stopping him from seeing his kids and stocking him and his new wife. He is still paying maintence and has done since divorce but has been puttin up with his ex wifes games since then also. He contacted his ex to arrange for his kids to visit but she will not allow it. He has also contacted her to agree a new amount of child support as his new income is less than what he was making in Canada. He sent her payslips to prove this also. She will not agree anything with him and advised it will have to go to court. He would rather not take this through the courts however she will not agree anything with him. Can he get any free advice in Scotland with regards to this?
