I have a dwarf lemon tree in a terracotta pot that looks unhealthy. How should I fertilise it?

It's summer in Melbourne Australia and it has one little lemon on it that's still green. A lot of its leaves fell off and it looks generally ragged and depleted. I do add fertiliser but it doesn't seem to help much. Does anyone have any advice? Anyone else own a dwarf lemon tree?
